Environment: higher fines for litter and graffiti

LOCAL councils will be able to hand out on-the-spot fines of up to £300 to litter louts and those caught fly-posting or painting graffiti.

New powers to tackle environmental crime will also allow councils to seize vehicles from firms caught fly-tipping and to remove abandoned vehicles. Councils will also be able to impose penalties for night-time noise, light pollution and antisocial behaviour.

The Clean Neighbourhoods and Environment Bill, which applies to England and Wales, follows consultation by the Department for Environment, Food and Rural Affairs in 2002. It concluded that local authorities should be given greater powers to tackle low-level crime.

At present councils can issue fixed penalties for litter and graffiti up to £50. The new Bill will allow them to raise more and to keep the proceeds for environmental measures.

Some 10,000 parish and town councils will get the power to impose on-the-spot litter fines.
